This notice is to advise you that a Finding of No Significant Impact (FONSI) has been made for the Azusa Intermodal Transit Facility Project by the Federal Transit Administration (FTA).

FINDING OF NO SIGNIFICANT IMPACT (FONSI) NOTICE OF AVAILABILITY

(Pursuant to: USDOT Order 5610. 1C, Paragraph S.b) SCH #: 201111104

This notice is to advise you that a Finding of No Significant Impact (FONSI) has been made for the Azusa Intermodal Transit Facility Project by the Federal Transit Administration (FTA). In accordance with 23 CFR Part 771, the FTA finds, on the basis of the analysis, reviews, and mitigation measures identified in the Environmental Assessment (July 2013), that there are no significant impacts on the environment associated with the implementation of the project.

PROJECT DESCRIPTION: The proposed project would construct an approximately 36- to 38-foot high, three-story parking structure, with rooftop parking. The parking structure would contain 520 parking spaces under Alternative 1 and 550 parking spaces under Alternative 2. Alternative 1 is generally located on 213 East Foothill Boulevard and Alternative 2 is generally located east of Azusa Avenue, west of Alameda Avenue and approximately 100 feet south of gth Street. The proposed project also includes four bus bays for loading and unloading passengers and for layovers. An additional bus bay may include space for an electric bus charging station. Alameda Avenue would be reconfigured to accommodate the bus ways and pedestrian circulation for Alternatives 1 and 2. Alternative 2 was selected as the locally preferred alternative.

An errata sheet was also prepared as part of the FONSI to reflect two text deletions in the Environmental Justice Section of Chapter 3.0 of the Environmental Assessment. This deletion was necessary because current environmental justice guidance does not require a determination of whether disproportionate effects occur if there are no adverse effects.
